APPROVAL OF MINUTES: Minutes of the March 21, 2002, meeting were approved.


OLD BUSINESS:


Alcohol Screening: Alcohol Screening Day was on 4/11/02. The SHC worked with the Choices program to conduct screenings. Of forty-five screenings, twenty-three , or 51.1% had a negative indication toward problems with alcohol. The remainder showed positive indications toward problems with alcohol. Sixty percent (60%) of freshmen screened also showed positive indications. Lori McKee remarked that the peer educators put together a wonderful power point project. Karin Diener recommends that the SHC become more involved with the Choices program next year.


NEW BUSINESS:


1. March Stats: Comparing March 2002 to March 2001, the number of patient visits decreased by 241; prescriptions decreased by 344; Lab decreased by 241; Xray increased by 27; and Triage decreased by 61. Physician On-Call occurrences decreased by 14; and Saturday clinic visits showed no increase or decrease. Comparing July through March FY2000/2001 to July through March FY 2001/2002, patient visits are up 4.16%, prescriptions are up 0.85%, lab is up 0.79%, Xray is up 27.18%, triage is down 4.35%, Physician On-Call is up 1.34%, and Saturday clinic is down 5.13%.


2. Insurance:

  1. Lori McKee took the month of October 2001 and looked at all insurance claims for that month, including medications, labs, and miscellaneous procedures. The average amount spent by an insurance student for that month was determined to be $88.80.

  2. The highest amount spent on specialized drugs was $1,041 and the lowest $313; highest on Lab was $232, and the lowest was $76. Xrays are a minimum of $50, and the highest spent was $175.

  3. Associated Insurance has experienced a 153% loss ration for the 1999/2000 policy year, a 184% loss ratio for the 2000-2001 policy year, and through April 2002, the current year is running at a 74% loss ratio, and the year is not complete.

  4. Associated Insurance went to four companies in hopes of a favorable renewal, but three of them declined to quote based upon the loss experience, and the fourth provided quotations based on plan revisions which include the following:

a) preferred provider arrangement

b) $100 deductible on benefits otherwise payable In-Network; $200 deductible Out-of-Network; $300 In-Network family deductible maximum, $600 Out-of-Network family deductible maximum.

c) Deductible waived if treated at the Student Health Center

d) $50,000 Lifetime maximum per injury or sickness

e) Application of co-pays (not used to satisfy the deductible):

Student Health Center (Specialists) - $10 per visit

Out-Patient Physician’s Visits - $10 per visit

Emergency Room Visits - $50 per visit

f) $10 co-pay on generic medications; $20 co-pay on brand medications; $1,000 per policy year maximum benefit.

g) Medical Evacuation - $10,000

h) Repatriation - $10,000

i) Expenses exceeding $100 paid “excess of other insurance”

j) Extension of Benefits - 90 days if hospital confined. Continuation plan available.

k) Accidental Death and Dismemberment - $3000.


Annual premiums for the above coverage would be: Student $1,199; Student and Spouse $4,172; Student and One Child $2,265; Student, Spouse, and Child $5,126; Second Child $952; Children (three or more) $2,860.


The Preferred Provider Network which this company uses is Beechstreet (web site address is www.beechstreet.com) which has a comprehensive provider list.


Other combinations of co-pays and policy maximums were also offered as options which could increase or decrease the annual premium, depending on the option.


  1. Policy Renewal: There is no renewal option for a policy exactly the same type as the current one.


  1. Renew or Go Out to Bid: As the suggested policy is not the same as the current policy, Lori McKee recommended going out to bid to compare what other companies in the student health insurance market have to offer. Those present voted unanimously to go out to bid. Lori McKee will contact members of the Insurance Committee by e-mail advising them of the above quote and the SHAC members’ vote, and will ask them to respond via e-mail whether they agree with the conclusion to go out to bid.


  1. Volunteers for reviewing Bids: If a bid package is sent out, it will be mailed out to companies and published in the newspapers. The bid goes out for four weeks. Volunteers would then be needed to review the bid responses. This will take about twenty hours during the summer. SHAC members who volunteered are: Chelsea Stipe, Mike O’Larey, Sylvia Green, and Lori McKee. Insurance Committee members who were present and volunteered are: Alegra Howell and Debbie Montoya. Melanie Martin will try to get a graduate representative to help.

The meeting was adjourned at 4:00 p.m. The next SHAC meeting will be announced for Fall 2002.
