Used to impose lowerbounds on an IC attribute directly. Any goals suspended on the lowerbound will be scheduled but not run.
This predicate is of use only for implementing solver extensions. User level code should post the constraint >= or #>= instead.
Typicaly not called directly but indirectly through lwb/2 which works on variables.
